
In September 2018, China Power Construction, a Chinese state-owned enterprise, signed an agreement with Ivory Coast’s S. Energies to fund and construct a 700 megawatt coal-fired power station in San Pedro.
The coal power generation project has not undergone an adequate environmental impact assessment or land acquisition plan. The project is shrouded in secrecy and lacks meaningful public consultation with local communities. It is the second Belt and Road coal project in West Africa.
